Museum of Oxford

Client: Museum of Oxford

  • The Museum of Oxford (MOO) is run by Oxford City Council as a community museum and tourist attraction in the historic Victorian Town Hall, right in the centre of Oxford.

Project

  • The Hidden Histories Project’ is a major £2.9m HLF funded project to open up and share the heritage of the city’s communities through stories that radiate out from the Town Hall.
  • The project includes expanding gallery space for permanent interpretation by 500%, the creation of a Museum Makers space, and an ambitious Activity Plan including youth participation projects and reminiscence training.

How we helped

  • CCN worked with the MOO to develop a rationale for the Plan by mapping the project’s aims and objectives to the HLF outcomes.
  • Produced a market analysis of the potential of the project (undertaken by Alix Slater Training and Consultancy Ltd) influenced by the tourist draw of Oxford, the outstanding heritage offer of the town and local perceptions.
  • CCN undertook a forensic analysis to help MOO understand its income and expenditure planning. We gained consensus from Council officers about the assumptions guiding future projections.
  • CCN embedded realistic earned income forecasts taking account of the role of the new Development Trust.
  • CCN developed a new organisational model for MOO which involved justifying an increase in staffing of 1.2 FTE post
  • The Business Plan was approved by the City’s governance committee prior to HLF Round 2.
  • The HLF Case Officer assessed the Plan as ‘of very high quality’.
